Kosovo car import age limit: the 10-year rule 2026

The short answer

Cars older than ten years or below the Euro 4 standard may not be imported into Kosovo (Law on Vehicles, Art. 44). Customs counts by the year of first registration and by calendar year: in 2026, cars first registered in 2016 or later are allowed. The limit moves every 1 January, so the car must be cleared within the year.

What the law says

Under the Law on Vehicles (Art. 44), cars older than ten years or below at least the Euro 4 standard cannot be imported, however good they look or however cheap you found them. The ban applies to every drive type, electric and hybrid included. So age is the first question, not price.

How the age is counted

Customs counts by the year of first registration and by calendar year, not by model or production year. In 2026 that means:

Limit per customs (year of first registration). Excise bands per TARIK 2026; the tariff does not define separately how age is counted for excise, so for a car on the edge of a band ask a customs agent.

The most common mistake: buyers count from the model year in the listing. A car built late in the year and registered the following year gains a year. Check the date in the registration document before paying a deposit; in EU papers it is in field B.

The limit moves on 1 January

Charges and conditions apply on the day customs accepts the declaration (Customs Code, Art. 49), not the day of purchase. If you buy a car first registered in 2016 in December 2026, it must be cleared by 31 December; on 1 January it can no longer enter. Do not buy such a car without a firm transport plan and spare time for the holidays.

The Euro 4 standard

For European cars within the age limit this condition is usually met, because they were built to newer standards. Take care with cars from markets without Euro standards, such as Korea or the USA. According to customs, emission levels in Kosovo are determined only by the authorised homologation body, EUROLAB.

Altered papers

The limit makes the year of first registration valuable to fraudsters. In July 2026 the Mitrovica prosecution seized cars whose Korean papers had allegedly been changed from 2015 to 2016. Whoever buys such a car risks losing both car and money. Compare the date on the registration document with the service history and with history reports by chassis number.

When the limit does not apply

Cars already registered in Kosovo (RKS): they are cleared and can be sold whatever their age.
Visits on foreign plates: the car of someone living abroad stays temporarily, without being imported.
No exception for moving back: the personal-property relief only waives the duty, not the age limit.

Frequently asked questions

Which cars may be imported into Kosovo in 2026?

Cars first registered in 2016 or later that meet at least Euro 4. New cars also need a certificate of conformity, and every car needs proof of origin and ownership (Law on Vehicles, Art. 44).

Does the production year or the year of first registration count?

The year of first registration. That is how customs explained it when the limit took effect: in 2018, cars first registered from 1 January to 31 December 2008 were allowed. A car built late in the year and registered the following year gains a year. The date is in the registration document; in EU papers it is field B.

I bought the car in December. What happens if I clear it in January?

What counts is the day customs accepts the declaration, not the day of purchase (Customs Code, Art. 49). If the car was first registered in 2016, in January 2027 it can no longer be cleared. Even if it still can, it may move into the next excise band.

Does the limit apply to electric cars and hybrids too?

Yes. The law covers all cars, and the TARIK tariff marks the ban on cars over ten years for every drive type, electric and hybrid included.

I am moving back to Kosovo with my older car. Can I bring it?

No, if it is older than 10 years or does not meet Euro 4. The relief for personal property on moving only waives the duty, not the import conditions; customs says so explicitly. An older car is better sold abroad before you move.

Can I visit Kosovo on holiday in an older foreign-plated car?

Yes. The age limit applies to imports, not to temporary stays. A car owned by someone living abroad may stay without a customs declaration for up to six months per calendar year if it is registered and insured; it may be driven for up to three months from entry (Law on Vehicles, Art. 41).
