Where and by when
Cars are registered at the Vehicle Registration Centres (QRA) of the Ministry of Internal Affairs, found in every regional centre. When you buy a car from someone else, you have 30 days from the purchase to register it in your name. After customs clearance the law sets no separate deadline, but an unregistered car may not be driven: on foreign or export plates only for eight days after entry, and until registration you can get trial plates for up to 15 days.
Registration is valid for one year. You can apply for renewal up to 30 days before it expires; you need a new inspection certificate for it.
The documents to bring
- Kosovo ID card or passport.
- Proof of ownership: the purchase invoice or a notarised sales contract.
- For imported cars: the single customs document (DUD) and the car’s original foreign papers; the homologation certificate, except for used cars from the EU, Switzerland or Norway.
- A valid driving licence.

You cannot register a new car if another car in your name has had its registration expired for more than a year. Some municipalities have required the property tax to be paid before the vehicle tax; check with yours.

Renewing via eKosova
For the yearly renewal you no longer have to queue for every step. On eKosova you apply and pay the fees, and the platform reminds you 15 days before expiry. The technical inspection is done at a centre anyway, and after applying online you have the booklet stamped at the registration centre.
When the owner changes
The sales contract is certified by a notary or a court. The buyer then registers the car within 30 days of purchase (otherwise a fine of €50 to €150) and the seller’s registration is cancelled. The annual fees are paid again from scratch, even if the seller had only just registered the car. What the contract must contain is in the sales contract.
Where it usually goes wrong
- The inspection certificate expires: inspection first, paperwork second, and more than 30 days pass.
- The TPL policy is bought too early and the 15 days run out.
- The customs document (DUD), the homologation certificate or a valid licence is missing.
- The municipal tax cannot be paid because the municipality also wants the property tax.
Gather the papers first. The policy may be at most 15 days old and the inspection certificate at most 30 days: do both shortly before registering.
