Vehicle inspection in Kosovo: what is checked

The short answer

In Kosovo a car goes through the technical inspection every year, because the registration cannot be renewed without a fresh certificate. Inspections are done at licensed private centres and cover the brakes, lights, tyres, steering and suspension, emissions and the bodywork. When you hand it in at the registration centre, the certificate must be no older than 30 days. For a car the inspection costs €30, and brand-new cars first go four years after first registration.

When the inspection is due

A car registration in Kosovo lasts one year, and renewing it requires a new inspection certificate. In practice that means one inspection a year, in the weeks before the registration expires. Some vehicles have different intervals:

Brand-new cars: the first inspection four years after first registration (Law on Vehicles, Art. 76), then every year.
Imported cars: the initial technical inspection before first registration, which also checks the papers and the vehicle’s identity.
Buses, taxis, rental cars, driving-school cars, ambulances and trucks over 7.5 tonnes: every six months.

Where it is done

Inspections are carried out by licensed private centres found in every town. EUROLAB, which supervises them, counts more than 135 centres. Bring the registration booklet and your ID, and bring the car clean: a very dirty or damaged car may not be accepted at all.

How to pass the first time

Switch on every light and walk around the car: headlights, rear and brake lights, indicators, number plate and fog lights.
Look at the tyres: tread, cracks on the sidewall and matching tyres on each axle.
Test the wipers and washer fluid. A crack in the windscreen in front of the driver often fails.
If the engine or ABS warning light is on, have it checked at a garage before the inspection.
Check the brake fluid and engine oil, and look for leaks under the car.
Clean the car and make sure the chassis number and plates are easy to read.

If the car fails

You get a list of defects, have them repaired and come back for a retest, which usually checks only the failed items. Within 30 days the retest at the same centre is free. Twenty minutes before you go: switch on every light and walk around the car. A blown bulb is one of the most common reasons for a second trip.
